Description
LED set 0 control register (LED 0 and 1)

The large behavior selection field allows for bit flags, matching different link speeds and link states. Bits 0-8 form a mask that select the link speeds at which the behavior is activated.
BIT(0): 10G link speed
BIT(1): 5G link speed
BIT(2): two-pair 2G5? (to be determined)?
BIT(3): 2G5 link speed

BIT(5): 1000M link speed
BIT(6): 500M link speed
